Rexhep Voka u lind në vitin 1847 në fshatin Shipkovicë të Tetovës. Këtu ka kryer mësimet e para, kurse të mesmet i vazhdoi në medresenë e qytetit, në Tetovë.
Njohësit e biografisë së Rexhep Vokës informojnë se që kur ishte nxënës, përveç mësimeve, ai u dallua edhe për qëndrimet e tij të qarta ndaj çështjes kombëtare. Shpesh herë nxënësi Rexhep Voka kundërshtonte mësuesit e Medresesë kur binte fjala për identitetin kombëtarë. Ai e ndante fenë nga kombi dhe kundërshtonte ata që e ngatërroni atë si në mesjetë. Voka nuk e identifikonte kombin me fenë siç bënin shumë bashkëkohës të tij.
Pasi kreu medresenë në Tetovë, me përkrahjen e xhaxhait të tij, Ali Vokës dhe Rexhep efendi Tetovës, në vitin 1868 regjistrohet në Fakultetin Islam në Stamboll. Pasi kreu studimet për një kohë punoi si profesor në të njëjtin fakultet. Nga Stambolli në Tetovë kthehet në vitin 1895 dhe fillon të merret aktivisht me çështje të kulturës kombëtare. Ai nuk kishte mësuar në gjuhën amtare, pasi i kishte kryer shkollat në gjuhën turke, por dëshira për të mësuar në gjuhën e vet e kishte shoqëruar tërë kohën. Tani angazhohej me këmbëngulje që fëmijët shqiptarë të mësonin në gjuhën shqipe. Gjithmonë i porosiste bashkëkombësit që të arsimohen, i këshillonte të njohin dhe të respektojnë kombin e vet dhe vetveten, e kjo arrihet me dije, prandaj “po lijpet edhe kalem e këndijm fjalë e mendim”.
Në vitin 1903 Rexhep Voka emërohet myfti i vilajetit të Manastirit, i cili përbëhej nga: Sanxhaku i Manastirit me 439 fshatra, sanxhaku i Serfixhes me 29 fshatra, sanxhaku i Dibrës me 111 fshatra, sanxhaku i Elbasanit me 155 fshatra dhe Sanxhaku i Korçës me 160 fshatra.
Rexhep Voka nuk ishte thjeshtë një hoxhë, një myfti, por ai me veprimtarinë e tij kombëtare në të mirë të gjuhës dhe kulturës shqiptare kishte dëshmuar si i përkiste kategorisë së lartë të Rilindjes Kombëtare pavarësisht nga paragjykimet ideologjike. Thëniet e tija për bashkim kombëtar i botoji në librin “Mendime” të cilin e botoj në gjuhën shqipe me alfabetin arab dhe me disa shkronja që i shpiku vetë.
